A little silly but ESRB/PEGI is one of those things made up of people who’s never touched a video game in their lives so they’re it’s not surprise they can be a little prudish once they start nitpicking. If planes could go boom in sim you could consider it violent content and could raise to an 10+ or even T/16 rating.
Just as Casualclick mentioned, it’s contractual licensing obligations as well as being able to maintain the E/PEGI 3 rating.
